For those who are wondering where this list came from, I have provided a brief explanation below.
There is such a wonderful guidance document called “RD 78.145-93. Systems and complexes of security, fire and security and fire alarm system. Rules for production and acceptance of work.”

We will not discuss it in its entirety, but will only touch on the provisions related directly to the documentation.
To begin with, we are interested in clause 11.4, which reads:

I would also like to say something about passports. Check their availability and compliance with reality. In accordance with clause 2.4: Technical signaling equipment is allowed for installation after incoming inspection. Incoming inspection of technical equipment supplied by the customer is carried out by the customer or specialized organizations attracted by it. Passports will greatly help you in completing the Input Control Act. You will remember it when all the detectors are already hanging at a height of six meters...
To accept technical signaling equipment into operation, a working commission is appointed by order of the management of the customer’s organization (enterprise). The procedure and duration of the work of the working commission are determined by the customer in accordance with SNiP 3.01.04-87.
The working commission includes representatives of:
  • organization (enterprise) of the customer (chairman of the commission);
  • installation and commissioning organization;
  • commissioning organization;
  • security units;
  • state fire supervision authorities.

If necessary, other specialists may be involved.

From this point it becomes clear that an exemplary customer should have an order to appoint a working commission. I can say from experience that it is rare that a small business customer burdens himself with drawing up an order. Therefore, we will have to do it too... The standard form is presented in the archive of document forms included in the executive documentation, which can be downloaded below.

Now let's move on to the mandatory Appendix 1, which specifies the production documentation that we transfer:


When installing technical signaling equipment, the production documentation shown in the table must be drawn up and, upon delivery, transferred to the working commission (except for paragraphs 2, 3).

Where are fire alarm systems required?

Fire alarm, warning and fire evacuation control systems must be installed at facilities where exposure to hazardous fire factors can lead to injury and (or) death. The list of objects to be equipped with these systems is established by fire safety regulations.

More specific criteria for determining facilities that require the presence of fire automatic systems are defined in Appendix A of the Code of Rules 5.13130.2009 “Systems against fire protection. Fire alarm and fire extinguishing installations are automatic. Design norms and rules.”

In tables 1, 2, 3, depending on the functional purpose of buildings and premises, as well as their area, you can determine the need for fire alarm systems.

In addition to determining the need to install an alarm system, the set of rules in section 13 defines the requirements for the installation procedure for an alarm system.

What are the requirements for having fire alarm systems?

Another main document that mentions fire alarm systems is Decree of the Government of the Russian Federation dated April 25, 2012 N 390 (with amendments and additions) “On the fire safety regime” (together with the “Fire safety regulations in Russian Federation”).

In clause 63, the head of the organization is assigned responsibility for technical maintenance and preventive maintenance of fire protection systems.

The head of the organization provides in accordance with the annual schedule drawn up taking into account the technical documentation of the manufacturing plants, and the deadlines for implementation repair work carrying out routine maintenance and scheduled preventative repairs of fire protection systems of buildings and structures (automatic fire alarm systems, automatic (autonomous) fire extinguishing systems, smoke protection systems, fire warning systems and evacuation control systems).

5.4.1. General provisions

Acceptance of ASPS into operation must be carried out by the working commission appointed by order of the head of the enterprise (organizationtion-customer (22).

The working commission includes a representative of the customer (chairman of the commission), general contractor, design, installation and commissioning organization, as well as the organization carrying out TO and R, representative of the State Border Service. Participation of representatives of the State Border Service in the composition state, departmental acceptance commissions are obligatoryinteresting. check the quality and compliance of the installation and commissioning work performed with the design documentation, SNiP, PUE, NPB, technical documentation from manufacturers;

conduct comprehensive tests of the automatic installation fire extinguishing systems in accordance with the acceptance testing program. After carrying out comprehensive tests, a report is drawn up (Appendix 28).

Another norm known to all managers is the Rules of the Fire Safety Regime of the Russian Federation in paragraph 61 of which it is stated that all technical documents on PS are drawn up by the contractor, the organization performing installation operations in the building or on the territory, and upon delivery are handed over to the customers. The documents are kept by the client and presented at the request of the Ministry of Emergency Situations inspectors.

Dear specialists! There is a need, in light of recent events, to consider more carefully the installation and etc. security and fire system newly installed at new or reconstructed facilities. I will write questions in the form of questions or statements.
1) As I understand it, we draw up the as-built documentation for the installed alarm systems not according to VSN123, not according to I1.13-07, but according to RD 78.145-93 (attached file here)? So we take all forms of acts from there?
2) Where do we get the form of acts for hidden work, from RD 11-02-2006? By the way, does this document also apply to the preparation of operational documentation for the OPS?
3) If we laid some cables in the ground, then we use GOST R 51872-2002 when drawing up the executive circuits. Executive geodetic documentation. Execution rules? Or does it not apply to OPS?
4) Commissioning work: should a commissioning program be drawn up for OPS and where is it regulated (which document MUST require this)? Technical supervision indicates that it is MANDATORY and is agreed upon with the Customer before starting work, among other things. I am attaching here a version of such a PNR program.
5) PNR: what document regulates WHAT and HOW to check in installed alarm systems? What protocols should there be and for what purpose and what is their form? It's a complete mess right now. Laboratories present all sorts of different things that are not based on anything. Are there any standards somewhere? For example, there are Test Standards for electricians, PUE, PTEEP, but where for firefighters?
6) Should installation companies provide verification logs for purchased products, general work logs, and CABLE logs? If cable cables are required, where is this stated? Technical supervision demands, but cannot give reasons. They have only one argument - once the Customer asks, then an unconditional obligation is born on the performers to provide. At the same time, they refer to Article 8 of the Law on the Protection of Consumer Rights and indicate that the Customer purchases the service as a consumer and can demand a lot in accordance with this law as a consumer. In my opinion this is absurd!
7) Should a program be written and agreed upon with the Customer to test the operation of an installed and tested fire alarm system in the presence of a representative of the Customer’s operation? The customer, in the form of operation, now requires this from us.
8) Is it required for cable coils for fire alarm systems that the contractor purchases to include factory test reports for the cable with the as-built documentation? After all, protocols for cables of low-current systems are not provided by manufacturers. The customer requires it, but the suppliers indicate to us that such protocols are not provided, only for cables starting from 0.4 kV. Where is it written that we are obliged to provide such protocols to the Customer and that the manufacturer is obliged to issue them?
9) Is the Customer right in demanding certificates for purchased products (a copy of these certificates) with the ORIGINAL blue seal of the supplier organization from whom we purchased the products? We put on the certificates the stamp “Copy is correct” of our installation organization. Although we can download these certificates from the Internet and affix our own stamps. However, the Customer asks for the seal of our final SUPPLIER, that it was he who sold us this product and under a specific invoice. Is the Customer right here? In my opinion, these are serious quibbles with the executive package. At least in Lately and everything gets tougher, but not to the same extent.
